Digital Health Certificate for International Travel

Vaccine-based segregation has reached Europe. To fly to Corsica or the island of Reunion, French travelers must present proof of vaccination or a negative PCR test.

Starting this week, they will be able to show airlines a digital and certified version of the documents, which will be integrated into the TousAntiCovid application. There is nothing to prevent travelers from continuing to present test results or a vaccination certificate on paper.

But the new feature, called the “TousAntiCovid Carnet,” will be an alternative.

“The aim is to make life easier for the French,” said Secretary of State Cédric O. The government will thus be able to prepare for a safe reopening of borders for European citizens under the digital green certificate.

By 17 June, each EU member state must have set up a system to authenticate vaccination certificates and Covid-19 test results. The aim is to enable European citizens to move safely within the Union again.

The mechanism, once established, can be used to travel to certain non-European countries through bilateral agreements negotiated by the European Commission. “France is the first country (in the EU) to make this feature available to citizens,” said Cédric O.

The test will apply to certain flights operated by Air France and Air Corsica to Corsica, then to all French airlines. For the time being, it only applies to people who have been vaccinated or tested in France. As of Monday, all PCR and antigen test results, whether positive or negative, have been officially certified to prevent fraud.

Specifically, all organizations authorized to perform tests (laboratories, pharmacies, etc.) will send the data to the SI-DEP system administered by the Health Insurance, which will “sign” them to guarantee their authenticity. The document provided to the patient will include a datamatrix – a kind of QR code – which will be scanned, through the TousAntiCovid Verif application, by the airline, the police or the customs officer.

The traveler can present the document in printed format, but can also integrate it in the TousAntiCovid application. To do this, you will need to scan a QR code present on the test result or use a link sent via lab SMS.

Vaccination certificates will be authenticated starting April 29. The procedure will first refer to the newly vaccinated, who will receive a paper document from the vaccination center, doctor or pharmacist, and it can be integrated into TousAntiCovid by scanning the QR code on the certificate. People who received the two doses before April 29 will have to wait until the end of May to obtain an authenticated certificate.

The certificate will be downloaded from the health insurance website, Ameli.fr. The document can then be transferred to TousAntiCovid.

Will the TousAntiCovid app be used to go to a restaurant or movie theater? “The government is not considering any health permits for shops,” says Cédric O. However, there is a debate over whether such proof could be required to access crowded places, such as concerts, festivals. or trade shows.
