A Chinese PhD student,Dickson was enrolled for the doctorate program at Singapore’s Lee Kuan Yew School of Public Policy (LKYSPP) in 2015. Five years later, he was pleaded guilty to Acting in the United States as an Illegal Agent of Chinese Intelligence

Dickson’s journey towards becoming an agent started in 2015 after his presentation on Chinese academics in Beijing. After the presentation, he was approached by some unknown people who claimed to belong to china think tanks. They asked Dickson to work for them and “provide political reports and information.” Dickson soon realized that they were Chinese agents, and he still chose to work for them.

His strategy was to hunt people from US Air Force, Government personnel, military to gather information about Sino-US trade war, commerce, AI, and related “scuttlebutt”. He then established a perfect LinkedIn profile and a fake consultancy company. He pretended to be a curious student throughout this journey.

He would post a fake job hunting people from the US government who are not satisfied with their work or salary. He once paid approximately $2000 to an individual who worked for US Air Force’s F-35 fighter jet program. Dickson wanted a detailed report from him on the withdrawal of US forces from Afghanistan and how this would impact China.

In 2018, Dickson posted a fake job ad and got 400 applications. Amazingly, 9 out of 10 applications with security clearance were from people who somehow belonged to the US government and military. He then passed some of the CVs to his Chinese handler.

His colleagues from LKYSPP had different remarks about his personality. Some of them said he always considered himself as a very intelligent person. Some said he would quite often talk about his financial problems in his childhood. Some said he was not quite intelligent and was being used just to get information.

Interestingly, Dickson’s PhD supervisor named Huang Jing was also expelled from Singapore for being a cause of foreign influence. Haung Jing has never accepted this allegation.

Long story short, Dickson worked as an undercover agent but could not harm the US or meet the expectation of his Chinese handlers.

Singapore’s Ministry of Home Affairs declared no threat to the country. The dean of LKYSPP also denounced that no one else is involved with Dickson in this case.
